Most folks watching PR think that the toolbar is broken. It might be as simple as that.
Yeah, My site's ranked 1, 2, and 3 if you search for 'free webmaster resources' on search.msn.com but you can't even find my site searching for the same keyword on google because so much has changed/it's been so long since google ranked my site.
A site run by some mates of mine (www.and-then.org) is receiving thousands of hits a day, but Google ranks it as a 1. b3ta.co.uk only gets 6, despite receiving a ridiculous number of visits. Google gets a 10 (no surprise there then) while Hotmail scores a big zero (????). And Microsoft, despite being the biggest software giant ever, still scores 1 less than Google itself. Even dmoz only scores 9, despite providing Google with it's directory service. Google needs to rethink PageRank before it can be taken seriously. (ooh, long post. I don't usually do that...)
google rates itself a 10 and yahoo a 9. sort of seems like they now have a google-centric view of the world with them as the center of their own universe.

I, myself would rate google a 10, and yahoo a 9 they're what i use to find whatever i need... Whatever their logical system is for rating a site i'm sure that is mostly based on the way they think a site should be. Wouldn't it make sense that they would try not to be hypocrites and strive to be the site they think anyone else should be including theirs? It seems like if their pagerank was totally logical it would rank yahoo higher than it though as yahoo has an insane ammount of things to make in it interactive such as games, news, entertainment etc. that google does not have. From my own visitations to sites I've decided pagerank has nothing to do with popularity. I don't know how it works but somehow they must have a logical system to test the quality or content of the a site. Even when my site had like 1 link to it, my page rank was 4, now it is 5. My popularity has changed a ton but my PR has barely changed. It can't have anything to do with direcories... well it may have something to do with them but my site's not in any yet.
Since Yahoo bought some rivals lately we may soon see a war in the search engines. Probably best to optimize for as many engines as possible.

PageRank is definitely filling in. I even see distribution of PR to many of my internal pages. I'm happy :)
alright. this is nuts! i had a pagerank of 4 this morning. joy! but now its back to pagerank 0. despair! :roll:
Same thing here edwin! I was shocked and amazed when I finally had a PR of 4 at 7:00am EST (at my home) at 9:15 it was gone! (when I checked from work) What gives? This is too crazy!

it finally cleared up and stabilized. i have a page rank of 4 on my main page and 3 on pages linked from the main page. its not much, but its a start!
I have a little PageRank now too! Happy happy :)
it will flesh in. each update will show more and more pages with higher and higher rank. just keep getting links.
I see many more links in Alltheweb.com than I do in Google. Why is this?
