I've seen it before and you have every reason to be suspicious.
First off, Alexa rankings aren't really used by anyone except link sellers. Second, I assume the program uses a random loop to make Curl requests with various IP addresses and user agents.
Now a script like that is easy to make, but one main problem. It won't work to increase Alexa rankings. The Alexa toolbar has to be in people's browser, just listing it as as user-agent is not enough.

yahoo and google both track usage info themselves internally.
i doubt they need alexa's help.
