How to Set permissions: e.g chmod 755 on FTP Program

I use Core FTP. There I just right click on a directory and I can change the permissions with check boxes.

CuteFTP is the same. You should be able to right click on the file and set the permissions. If you had command line access you could type: chmod go+x filename

You can use windows explorer to do the same ftp in right click on file or directory and change permissions.

Are there any utilities out there where you can map a drive from windows to an FTP session?

no, at least not that i know of.
