I agree that subdomains would be best. What key phrases would you be trying to target? 'city state'? Would the domain.com be the directory? or would it be an existing domain?

i would get the domain name. lets say its to advertise services in a city. so most of the searches are the "chicago illinois barber" variety. we've all seen these before. they tend to do well in the serps. i would build it with mysql and php. i'm not sure of how to populate the database yet. the easiest thing might be to use mod_rewrite and just rewrite all the urls with the seo'd naming.

ok. i found a copy of all the zipcodes in the u.s for 19.99. its in csv format. i guess i could punch that all into a database.


I would look around for it in MySQL format already. Enough people do this already that the product must exist.
