It's been using 66.249.66.78 for the last 24 hours. It has no reverse DNS.
i see that since sept 14th.
How would that help ID cloakers?
It dosnt really affect them.
I don't understand why a new crawler would affect or flag a site that was cloaking. You would think that hidden text will be another trick that'll get caught someday.
Depends on how its done. people are a lot smarter than a googlebot.

The bot didn't just appear by magic, Google didn't reproduce... A human made it. Probably a group of humans - and with the billions of dollars google has to invest in its technology, im guessing they are real smart humans at that. The new bot will be smarter than most humans that use cloaking..... Which will be bad news for a lot of people.
Sorry your right, i should have said some people. the googlebot isnt that smart though. I have seen a lot of really simple stupid stuff work on a googlebot, and there are a lot more SEOs out there than google engineers.
right now i agree with darksat. a lot of people attribute powers to googlebot that just don't exist. it is still a relatively simple algo that use mostly link-pop and keyword density and title tags to judge relevance.
