The internet was designed to withstand nuclear attack, the only was to take it down is a massive DDOS attack against internic domain info servers, and even then if you know the IP number of the site you want to access you still can, or if you have specific web accelerator software that caches info on domains you can access every site you have visited before. you could also still use kazaa, and a wide range of programs. The cult of the dead cow said they could disable the internet within 48 hours, which personally I think is a bit slow but no one can actually DESTROY it unless you take out the entire planet.
