PR = Page Rank. A thing Google dreamed up to rank pages listed in the google search engine.
I wouldn't worry about it too much. Just try and get your link into the major directories and see if you can exchange links with sites that are similar to yours. You can download and install the google toolbar if you want to see the ranks of other websites. I think someone has a tool somewhere that does the same thing but you would have to put the URLs in separately to see each one.

i agree with raven. ignore pagerank and try to get as many links as possible.
the pagerank will take care of itself in its own time
