Just make the page you want to apear as the main page home.html and call the menu frame.html.

Keep in mind that page with frames is easy to build and might be user-friendly but it is very difficult for search engines to index it and it will probably rank low.
Not only that.. but it isn't really usually that user friendly either.. a lot of browsers tend to have issues with it... which is why most designers refuse to use them... they tend to use Include pages now...
IFrames replaced the use of Frames a while ago for most people... but unfortunantely they can't be viewed with browsers that block frames either..
Your best bet when you want to use frames is offer a choice...
Give an entry page that states "View Frames" or "View Without Frames" . OR or impliment the noframes tag (However because it moves your content lower down on the page so it reduces effectablity)... that way you wont have too much difficulty with SEO or Customer Usability...
A splash page is so annoying though that it's probably best to bite the bullet and go one way or the other. Especially for people with slow connections a page loading is a big deal. I try to avoid intro pages. Often I fail miserably however :-D
:lol: I agree they annoy the heck out of me as well.. HOWEVER I prefer when they do that then make me view frames or all flash sites.... I've not viewed either when I could avoid it in over a year...
