i really like www.freewebs.com, however, you really may want to put in 10 bucks a year for all the features. Unfortunetly it doesn't support PHP... there is always Geocities....
Can you have ads on the pending website? I think this quesion has been asked before in the website hosting thread. There are lots of discusions of this topic there. Check out freewebs.com if you don't need a big website. It is add free.
