Freddy explained it pretty well. Whatever server you use make sure it is enabled for PHP and MySQL. PHP is a powerful scripting language. You can either make your own scripts or install great free ones which will give your site a lot of functionality.

Also, if you don't know what MySQL is, it is a database system, for example if you have a PHP script where people sign up, then they would type in the username, password, etc., and then you would have it store that information in a MySQL database, and then it can be very easily accessed later.

almost all of the scripts you download will have an install script. it pretty much requires you know your mysql username and password and other than that they should set you up!
