enhance is a good way to get dirt cheap traffic. it depends on what you're selling. enhance has a minimum bid of 1 cents so you can experiment.
the 3 tier ones i'd be worried about. most of them won't convert great. and any ones that have direct affiliates are a big source of click fraud so you better pay less for the traffic.
